Cuba and its water resources, in search of higher quality

In a year characterized by the tightening of the blockade and a global pandemic with devastating consequences, Cuba has not stopped continuing with the National Hydraulic Plan.

Investments, maintenance, construction of desalination plants and transfers have been carried out between this and last year, despite economic limitations.

Also, 2020 has been a year with great drought problems, which has affected the water supply to almost the entire national territory, especially Havana, due to its largest population.

Recently, with the passage of Tropical Storm Laura, some provinces increased their volumes of water reserves. Such is the case of Granma that, with 55 millimeters of rain after the meteorological phenomenon, it reached 44% of its filling capacity in its reservoirs. However, others did not receive the expected level of rainfall. Even so, the situation is not entirely favorable for the country.

In the midst of such difficulties, the Cuban government works to guarantee a better service to the people. This includes solving problems such as illegalities, waste, lack of hydrometry, leaks, among others.

With this objective in mind, in 2019 a refinement was carried out in the hydraulic sector. The Business Groups for Water and Sanitation and Land Water Management were created, which group 64 companies. In addition, the aqueducts and their tariff system were rearranged to encourage the optimal use of water, a priority for the Cuban government.

Stability, sanitary quality, endowment and delivery pressure are four indicators that measure the quality of the water service in the country, as established by the National Institute of Hydraulic Resources (INRH). To guarantee them, the government carries out a broad investment plan that ranges from treating contaminated water to improving the aqueduct and sewerage system.

Last year, as a result of these plans, 98.17% of drinking water was drinkable in the country, as reported in the INRH Balance. Only the province of Cienfuegos did not comply with this indicator with 94.7%, and among the most recidivist municipalities were Nueva Paz, Bauta and the town of Cristo in Santiago de Cuba.


A strong point to highlight in recent times has been the growth of innovation in the hydraulic sector. According to the INRH, an integration has been achieved between the hydraulic resources system and the rest of the organizations, fundamentally the link with the national industry and the universities.

An example of this is the production of evaporimeters, valves, flanges, gates, and accessories with the companies of the Grupo Empresarial de la Industria Sidero Mecánica (GESIME), the Company of Containers and Metallic Containers (ENVAMETAL) and the Company of Metallic Structures of Las Tunas (METUNAS), which substitutes imports.

Regarding the support of the universities, the contribution of the CUJAE Hydraulic Research Center in the physical and mathematical modeling of hydraulic works and systems stands out; in addition to the development of automated prototypes for the control and efficiency of the service.

Investments, innovation, maintenance, fight against illegalities, productive chains; they are the start of the national hydraulic system, at a time when water and access to it are more than ever necessary for health.
